Challenge

In 2004, DTSC realized the need to consistently track project data for military sites in an integrated, streamlined manner. At the time, the agency was creating individualized, locally stored data sources that were not integrated and inconsistent in the methods that they were being tracked. Some processes were paper-based, where information was written down on a sheet of paper and mailed to the next person. Other processes were managed with disparate spreadsheets and access databases stored on various local drives.

The lack of an efficient, integrated system significantly limited the agency’s ability to aggregate data, bring it together and create true project profiles to facilitate project management and improve outcomes.

Solution

In 2004, a customized version of EcoInteractive’s web-based EcoTracker SaaS platform was implemented for DTSC to provide the agency with an integrated data tracking and management application called EnviroStor.

Today, EnviroStor is the principal system used to track and facilitate the monitoring of project schedules, deliverables, cost, scientific and analytical data at DTSC. It encompasses six core sub-systems that regulators utilize daily to review and prioritize scheduled workload, track resource allocations, monitor deliverable completion, enter new tasks associated with a particular project, access scientific data submitted by external parties, and utilize reporting tools to generate analytical insights.

DTSC regulators are also able to leverage EnviroStor’s integrated GIS functionalities for mapping and uploading shapefiles to illustrate true project profiles that better facilitate project management and data analysis.

Apart from addressing regulators’ needs, DTSC also took advantage of the integrated public website functionality for EnviroStor to share relevant, finalized information about projects with the public. A wide variety of stakeholders and individuals access data on the integrated public website, ranging from general constituents undergoing a residential real estate sale looking to check the status of a property or impact on the neighborhood, to environmental organizations checking on the progress of a particular type of site or data, to contractors and laboratories looking to verify what data is being published and accessed regarding their own facilities.

Impact

By bringing previously disparate and offline processes into EnviroStor, DTSC was able to efficiently digitize and streamline entire workflows across the agency’s various programs. Due to the benefits DTSC saw with having a system that created new streamlined electronic processes for site mitigation projects – the use case for EnviroStor expanded significantly over time to support several others programs, including permitting site mitigation, enforcement and criminal investigations.

The EnviroStor application has enabled DTSC to migrate individual manual processes into a consistent set of integrated systems under the EnviroStor umbrella. EnviroStor has enabled DTSC to:

  • Improve data tracking for various types of data, create automated reports and streamline the entire process for a project and its management
  • Improve resource allocation and cost tracking
  • Improve information transparency and access for members of the public
